LUXEMBOURG, June 22 (Reuters) - European finance ministers examined ways on Friday to bolster weak banks and break the link between troubled lenders and indebted countries, with concerns about Spain's stricken banking system at the top of their minds.

IMF Managing Director Christine Lagarde has urged the euro zone to channel aid directly to struggling banks rather than via governments, but Germany and others are opposed to such support, which is not possible under current euro zone rules.

The discussion is part of a broader debate about how the European Union or at least those countries in the euro zone can move towards a 'banking union', including a joint deposit guarantee scheme and a fund to wind down failing banks, and get on top of the 2-1/2-year sovereign debt crisis.

Those issues will be discussed in detail by EU leaders at a summit in Brussels on June 28-29.

Lagarde said on Thursday that by allowing the euro zone's rescue fund, the European Stability Mechanism, to aid stricken lenders directly rather than via a programme of government aid, it would break the bank-to-sovereign debt link.

"The process of forming a banking union has begun," said Luis de Guindos, Spain's economy minister, adding that the possibility of direct recapitalisation may be open to Spain, which is set to receive up to 100 billion euros ($126 billion) of aid from the euro zone for troubled banks.

"I think (direct bank recapitalisation) is a possibility," he told reporters. "It is one of the fundamental elements to break the link between bank risk and sovereign risk."

"This possibility is absolutely open to Spain if there is progress in the next few months (on the issue). The process of recapitalisation is not instantaneous," he said.

Throughout the crisis, countries in the euro zone have been left to resolve problems at their banks themselves. For those for whom the burden was too great, such as Ireland, the government received aid from the IMF and EU to do it.

But after years in crisis, the banking sector problems show no sign of abating and Europe's leaders are under pressure to form a united front to shield struggling lenders rather than leave countries to cope with the problems alone.

At their summit, EU leaders will look at how to establish a banking union, including a single supervisor for the largest banks, a fund to wind down cross-border lenders in trouble and more-assured guarantees to protect depositors.

"POISONOUS LINK"

Central to this is the idea is that stronger countries in the euro zone such as Germany ultimately stand behind the lenders of countries too weak to manage alone, although Berlin does not want any such step in the short term because it is opposed to bearing any liability for other countries.

"We need to break the poisonous link between sovereigns and banks," said one EU diplomat close to discussions. "It's about solidarity. It can't happen overnight. It is difficult stuff."

A banking union is also contentious because it will likely shift power from national regulators to a higher authority, such as the European Central Bank. France and Germany want the ECB to take charge of major banks, rather than leaving oversight with the EU's fledgling European Banking Authority.

One of the biggest divisions in the debate about such a union is whether it will apply only to countries in the euro zone, or to all 27 member states in the European Union.

Britain has said it will not join such a scheme, which it believes should be limited to the single currency area.

The European Commission, the EU's executive, wants the union to apply to all countries, because of concerns that scaling it back would undermine the bloc's borderless single market.

Michel Barnier, the EU commissioner in charge of financial regulation, will attend the meeting to appeal again for all countries to join.

Germany ditched efforts on Friday to win agreement across the European Union on a tax on financial transactions at the meeting on Friday and will instead push for a core group of countries to introduce a levy.

By embarking on this path, the German government hopes to placate demands by the main opposition in parliament to move towards such a tax in return for their support in approving the euro zone's rescue fund, the European Stability Mechanism.

Speaking to fellow EU finance ministers, Germany's Wolfgang Schaeuble said that he accepted that there would be no agreement across all 27 members of the European Union and would now seek to build a scaled down group.

"My impression is that quite a number of member states strongly support the proposal of an FTT (Financial Transactions Tax) in principle," he said, during a part of the meeting that was publicly broadcast. "We should give it a try."

Irish Politicians Demand Their Finance Minister Be Arrested For Attending 2012 Criminal Bilderberg Meeting

Politicians in Ireland have demanded an account of discussions that the Irish finance minister took part in during his attendance at the 2012 Bilderberg meeting in Chantilly, Virginia earlier this month.

The Irish Times reports that Minister for Finance Michael Noonan’s appearance in an unofficial capacity at the secretive elite confab cost the taxpayer more than €4,300.

The report states that a number of Irish TD’s, parliament members, raised Noonan’s Bilderberg trip in parliamentary questions.

Representatives from Labour, Sinn Féin and the technical group all asked for more information on the discussions that took place behind closed doors and away from media scrutiny in the US.

Noonan responded to the questions, but provided scant details, simply saying that he had been invited “given my position as Minister for Finance” and “used the opportunity to tell fellow attendees of the opportunities that exist in Ireland for investors and multinational companies.”

He added that another reason for attending the meeting was to promote the notion that the Irish government has restored economic stability to the country.

“The Irish people have a right to know what their senior Ministers are saying at a meeting like this, and what stance they are taking on global issues.” said Pat Nulty, a former Labour whip, adding that Noonan’s responses were not sufficient.

Critics have noted that the recent bailout of Ireland and it’s compliance with the so called troika agenda of the European Central Bank, the European commission and the International Monetary Fund are undoubtedly the key reasons why Noonan’s presence was requested at the meeting.

In the wake of Bilderberg, it has been rumoured that the three elitist institutions are considering relaxing the terms of the bailout to allow Ireland to return to borrowing on the open market.

Previously leaked documents from meetings have illustrated how the Bilderberg Group, contrary to the media-generated myth that the confab represents a harmless talking shop, sets the consensus for policy decisions sometimes decades in advance.

A clear example is the 1955 Bilderberg meeting held in Garmisch-Partenkirchen, West Germany. Documents read by the BBC and later released by Wikileaks divulge how Bilderberg members were discussing the creation of the euro single currency nearly 40 years before it was officially introduced in the 1992 Maastricht Treaty.

*In the US, politicians attending Bilderberg have been charged with violating the Logan Act, a law passed under the John Adams administration in 1799 which states that it is illegal for “unauthorized citizens” to negotiate with foreign governments.

• G20 meeting was all about the NWO takeover.

They have the paperwork and it’s been submitted correctly.
The majority of the states have submitted notification that they are free of the corporate govt.
The military can take action on behalf of the people against the corporation.
The military will begin supporting the vets as they should be.

Get some cash out of banks, though no major interruptions are expected.
Drake has been given a day for the event–this week. (I assume that means in the next 3 days, and possibly tomorrow or Friday.)

He thinks the military has finally gotten the idea that if they didn’t act, the people would.

Every time the opposing forces have tried to do a trial run with air vehicles, they’ve been met by superior forces and told to land.

A lot of the money that should be going into our highways has been going into the trans-America highway for the North American Union (Mexico/US/Canada). (From the nature of the call, we can probably assume that that won’t happen.)

He suggests that the U.N. will begin to have some very difficult problems very shortly because they’re following globalist policies. They will be terminated as they are and be reinstated according to the original plans for it. It was taken over by the globalists.

The religions (religiosity) will be attended to shortly also. The E.T.’s will give us the true story that’s been denied us.

He did some checking with other countries about what’s going down and got confirmation there too.

He said the military will go mainstream with this as soon as they can. They’re listening to these calls to ensure that the info is being put out correctly. They wanted Drake to be educating the public about this coming event. They’ll also be using some people well known to “out” the info. Wanted freedom and militia communities to be reached, so they wouldn’t take action unless necessary.

Canada will have to determine if they will cooperate or not. The central banking system on this continent will be closed, which includes Canada too. So they’ll be up against hundreds of other countries wanting them to cooperate if they don’t comply.

The notification process (declaring our independence from the corporate U.S. government) to the Hague set us free from the other ties and treaties contrary to the American documents–Constitution, Bill of Rights, Declaration of Independence. Nullification of all former contracts which are contrary to these documents.

Listen to traffic stations for possible slow downs.

All things that are contrary to the best interests of the people will be attended to, including courts, judges, etc.

Women will be much more in charge.

A traveler told a caller that their flight was sent to Las Vegas and couldn’t land in Denver because the military were arresting several hundred people there.
